I can do this because I have sets of Reynolds 531 tubing, the old standard size (1" top tube, 1-1/8" seat tube and downtube). This was a well known high end tubeset for years, and although it is not as light as some of the modern offerings, it is still considered excellent tubing. Along with this tubeset, I have some sets of matching lugs and Campy vertical dropouts.

I can offer a frameset made to fit you, in any road geometry you wish, with standard road braze-ons, frame and fork, painted one color, for $1200. Quality and craftsmanship are not sacrificed, the price is low simply because the materials set is no longer in high demand and I was able to strike a deal on some remaining Reynolds 531 tubesets.
